I assume by your handle that the problem is on a Deere MT? If so, and if the dual Touch-o-Matic on the MT is similar to the single circuit system on the M, it might be the same problem I had once. Went to lift the hitch and the handle didn't feel or act like it was attached to anything anymore. In my case a roll pin had worked out which released the lever shaft from the internal linkage. It was fixable from the front once the cover was off.
