Talked to a guy who knew more details about the castor bean program. The whole thing turned out to be a scam. The castor beans were planted to entice investors, with never any intentions to bring water to the area, which would have been very costly. After they had enough investors (suckers?), they took the money and disappeared.
There was a lot of that going on in AZ back in those days - and there still is so investors have to be alert.
