At the end of the Vietnam war the moved many Hmongs to San Diego. They lived on Camp Pendleton for a while, while WW2 Navy housing was rebuilt, they set these folks up and forgot to teach them how to we live here. Some didn't like or know how to use those ovens, so cooked in the yard or built fires on the kitchen floor. Toilet training would have been a good idea, but not quite as important as driving lessons. Pets in that area didnt last long outside.
