You missed a golden opportunity to pull a U-turn and pull in right behind him, got out and knock on his window, ask for his driver's license, vehicle registration, proof of insurance, AND his ticket book. Then you should have went back to your vehicle, dialed 9-1-1, gotten a dispatcher on the phone, tell them who you are, what you're doing, and ask them to run wants or warrants on his driver's license and vehicle plate, and while they're doing that you should have conferenced in his insurance company and ask them whether or not his policy is real of fake. Depending on the outcome of all of that would be how many tickets you could have written him with his own book before sending him on to have a nice day. I do it all the time and am encouraging everyone else to do it as well. You would be surprised how nice officers are and can be when they make a simple mistake and are corrected. Try it some time.
