Years ago I did a lot of conversions on aircraft tow tractors.
Some had plenty of room for a dash mount vac booster, those that did not we would use a remote mounted vac booster much like you mentioned.
On a forklift you obviously don't have room for either.
I worked on many GM 1-tons and diesels that had the hydro boost brakes that were run off of the power steering pump.
Being a forklift you may be able tap into your hydraulics to power a hydro boost unit if you do not have enough room to mount a steering pump.
One other thought to check is the length of the master cylinder pushrod, if incorrectly set it throws off the geometry and you loose the mechanical advantage from the brake pedal.
Having the shoes set too tight can cause similar problems.
