from your description I would think maybe some air is getting into the line or valve. When you stop pto and oil leaks down it is eliminating the air or maybe just picking up more oil to fill the space. Does you new baler make heavier bales than the old one? Cound be why you didn't notice it until this year. I don't know how many tiers the 1037 stacks, are the 4th and 5th ones the last ones? I have a NH service manual but it doesn't include the 1037. Since it is a 3 bale wide stacker perhaps the 1033 would be similar. If that is the case if you send me an email I could send you the pages that apply to it.
