The whole idea was to keep the welfare riding trash out, don't really know why Sam Walton pioneered the business model when he made his fortune on food stamp scum but it is what it is. I think the membership fee is now just meant to scalp a few extra bucks off the clientele because it should be obvious to all by now that food stamps are not for buying groceries, they are for trading out for beer and dope, those transactions take place at the local supermarket, not Sams or Costcos.
