I agree we need to keep bees in mind however I vastly disagree with your statement on neonicitinoids.
In the orhcard I run I can spray Imidan which is an Organophosphate which is nothing to joke around with. It is nasty stuff and I refuse to spray it for my own health. My other choice is Warrior II which is a much less potent neonicitinoid. When we apply this spray there are no blossoms anywhere on the trees, hence no bees. The label clearly has a bee warning on it and if followed there should be minimal if any bee death from any application. We also apply late evening or early morning when bees are not active on any other plants in the orchard. This spray has a limited residual effect so it is not active for days, weeks, etc.
Maybe you should advocate for stronger enforcement of applicator license requirements and education so the folks applying the chemicals are more aware of their impact if not applied according to the label? Maybe you should visit a few farms and ask a few farmers what removing a chemical like Warrior II would do to their pesticide regimen? I bet you would find the choice you are advocating for is a poor one.
