The first line is probably the part number, the second line is the Work Order and the third line is the month and year of manufacture. It would appear to be some sort of process tooling, like the other responders have guessed. My guess would be some sort of guide block for either a wire twisting machine, a composite layup machine or some other machine where you need to guide a round material into specific location or orientation. The three inner lobes would support the material with minimal friction and the space between the lobes would allow it to be self clearing in case the material had some debris on it. Just a guess.
