Anyone can make an accusation and the county would be obligated to investigate it regardless of if it turns out to be true or false. In this case it was found the county was not harmed and no crime was committed. Why does the public need to know?
Some jobs and elected positions require discretion and carry an obligation not to disclose what is learned in confidence. If you heard a banker, a lawyer, a minister or a commissioner gossiping about the things they learned in confidence would you trust that person's judgement, or would you trust him/her with your own personal matters?
If a commissioner were to leak this affair to the public he would probably be voted out of office rather than the "cheaters" who owned up to their mistake.
