Pull the drain plug on the carb bowl, catch what comes out.
May be water, may be dry, may be rusty goop. If it's dry, the needle valve is stuck in the seat or the float is gummed up. Sometimes lightly tapping the side of the bowl will get it freed up, if not, ease the bowl off, clean it up.
If there is water or rusty water, may need to drain and flush the tank. Be sure the sediment bowl screen is in place.
