There is a screw on the steering gear assembly to adjust the meshing of the steering sectors. (A nut holds that screw in place once set.) I know from experience that if one accidentally tightens that screw down way too far it can make the steering a beast to turn. It's worth a try to adjust it if you haven't yet. Completely free and just a couple of minutes or less.
If you jack the front wheels both off the ground at the same time how easily do they turn?
There's a bearing at the bottom of the spindles that was shot on both sides of my TO30. It was ripped up with pieces floating around. Perhaps that could make it steer harder than usual as well, especially with a loader. They aren't expensive or hard to replace if that were your issue.
