I am willing to bet that the motor is running on one cylinder. They will sound fine but have zero power. Pull on plug wires off at a time and see if it is firing on both cylinders. It usually is the left that fouls plugs. I will also bet that the compression is fine. Those motors where use in a lot of commercial applications and I have seen very few of them ever wear out.
