9000 twine is on the small end of what I have used. It has to be uniform in size or you will have the issues your having. It is about impossible to find good quality these days. So I switched to 7200 if I use natural twine, so the thin spots will hold and not have too many broken bales. The cheapest and easiest is to switch to plastic twine. It is much more uniform and is way cheaper these days as well. Just have good sharp twine knives and tighten the billhooks just a little and you should be good to go.
