I just put them in a 5gallon bucket of water with maybe a cup of bleach. Soak for a couple days and then set in the sun. They turn bright white. This after the birds and bugs have cleaned off any flesh. I built what I call a birthing box for small skulls. It is just a wire cage that you can tie to a fence so some critter doesn't make off with the bones during the night.
