Actually it does exist, 91.119C states that no person shall operate an aircraft below: (c)an altitude of 500 feet above the surface...

Certain exemptions are then given, but the rule is there.

Also the very first statement of the paragraph excepts "when necessary for takeoff or landing", so operations to and from airports are not subject to the restrictions of the paragraph.
