One of the first places to look is to make sure the mating surface between the starter and engine are clean. I have seen rust, paint, etc which is basically that last path to ground. Even better if you ground the starter directly. Most never think to look there. An 800 CCA battery in good shape should have no problem even if you are using smaller gauge cables. I have a small tractor with 6 volt battery, 6 gauge cables and it spins over to zero degrees just fine if all the connections are clean including the starter to block even though many say you must use the big 00 cables (not necessary on a small engine with 6 volt battery, although it never hurts).
