Not exactly following the problem, "throw out bearing does not seem to fit over the heads" My thinking is the flat surface of the bearing sits on top of the heads of the bolts?
And... Are the lock nuts run down tight against the fingers? Appears the one in front is not tightened down, can't see the others.
A good way to determine the proper height of the bolts would be to install the release bearing, put a straight edge across the bell housing, measure from the bearing to the housing front surface. Then lay the straight edge across the finger bolts, measure to the engine flange, adjust the bolt length accordingly. Very important the bolts are adjusted equally!
