Actually the interstate planner most likely knew that the interstate could be used in an emergency as an airfield. The Germans had used sections of the autobahn for just that during the last days of WWII. That had been in the news here in the US and IKE darn sure knew it. At the time it was pretty much common knowledge. They closed down those sections during flight operations. But I will agree that it most likely wasn't real important in the planning. By the time the interstate highways were started modern jet fighters required a good deal of support just to get off the ground and the bombers were much to large to use the roads.
