Hi, if you run the tractor at idle with the top cover off there should be a continuous flow hydraulic oil, if you observe spurts of oil flow then there is a problem. I never worked on a 424 as it was a USA assembled with some differences from the UK made B275/B414,434,444,and 384 that we had here in Canada, The main difference was the power steering setup. On the USA models there was only one hydraulic pump that served both the PS and the 3pt with a splitter/priority valve, splitting off 3 GPM for the PS. On UK built model there were two hydraulic pumps stacked one behind the other and one served the PS and the other served the 3pt.
Could be the splitter/priority valve is stuck in the PS mode and all or most of hydraulic oil is going to PS.
