I bet your problem is the holes are wallowed oversize and probably oval too. And with twice the Hp as a Cub, you twist the disk in the wheel every time you change direction.
some thoughts: 1. Replace the wheel and/or disk. (This is the best idea-even with good used parts)
2. Drill everything oversize, possibly metric oversize if there is one, and put in new bolts. You may have to modify Hex head bolts to fit in the square pockets, though. If you could find square head metric bolts you probably wouldn't want to pay for them.
3. Commit to re-torquing the bolts on a regular basis.
