I would try using a die grinder with a carbide burr to cut out the weld. My dad had an old chevy truck that someone had done that to the harmonic balancer. What happened in that case was the guy put his ground cable to the truck frame. The welder current went through the main bearings. It ruined the crank, bearings, and seal. If I were you and the tractor runs ok, I would close it back up and sell it. Unless you have a spare engine, I think you are opening up a big can of worms.
