Like Greg 1959, I know nothing about real estate laws. As you suggested, the fellow needs to talk to a Real Estate Attorney for his area, and hopefully he kept all of the records of his payments for the Taxes; but wouldn't the simplest way to handle this be to file a LIEN against the farm for the amount of the taxes. Then have the siblings split the cost of the lien and equally pay off the lien. This would then CLEAR THE TITLE so that the farm could be sold, with all of the children receiving equal shares.
