Well it could be that the heater core is somewhat plugged for one if it has a air BLEND door it may be sticking open a little and allowing more cold air not to pass thru the core. Or it maybe like the one on my buddy's New Holland skid steer that ya need to BURP once in a while as it gets and air lock just before the core . When it does get air locked i loosen the clamp at the core and shove my hose removal tool down beside the fitting with the engine running at over half throttle and it will BURP the air out and then it will start moving water thru . This happens when he removes the Rad. cap to check or add fluid .
