Well, it seems that _some_ "non-profit" groups tend to take advantage of that status. Seems to me that the only reasonable way to handle it would be some sort of means testing. For instance, if a group with a non-profit status can afford to pay administrators a huge salary (say over the prevailing wage of the area), then they should also be able to afford reasonable taxes.
