Welcome to the computer dummy club. I'm running XP with Chrome, when I first click on the icon on the desk top the page is almost off the bottom of the screen, so I click on maximize and it pops up to where it belongs. The bookmark bar can be returned to it's location by clicking on the "three horizontal bars" in the top right corner and select "bookmarks". Seems in the past I have hidden the task bar at the bottom and returned it by right clicking the area at the bottom and clicking on the appropriate command. Don't have a clue why it won't fill the page, maybe someone else can correct any misinformation I may have imparted and solve your problem. Good luck.
