We do not need 1 inch. All we need if for the weather guesser to say it "MIGHT" snow tomorrow and all the schools will be closed.
Freezing rain is our biggest problem. We very seldom get snow but a rain that freezes on bridges happens every few years. They try spreading sand as we have no salt or plows but eventually just give up and close all bridges. Around here you go no where if you can not cross a bridge so the whole town shuts down.
