Some people can't read ENGLISH. Last year Dane County sheriff and local police traffic units and court services had something like 8% of encounters required a interpreter for the non English reading -and sometimes non speaking- 'clients'. Spanish signs reduce that to 6%. Seems there are a lot of English speaking but illiterates out there of several races- including American school attendees that didn't graduate for one reason or another. Some/many European signs are graphic with few numbers, no words, a few letters- signage is based on idea of likely to have lots of non native tourist driving through that wouldn't be able to figure out local sign words- Eastern Europe uses Greek letters, most of western Europe uses Latin text but some user of 'Latin' letters have the strangest combinations for American tourist - say taking a trip through Wales, Cornwall or Republic of Ireland. Scotland you can't depend on bath room symbols on door- the miniskirt is the men's room? In Germany Da(missing H)Mens room is full of females? while 'Her' (herren) has the guys? Big O with / across means NO in those signage standards- inverted U with the red big O is bridge not usable, don't try to go there, Funny little car inside and arrow is again don't try to go this way.
