My first thought was, he's 14? Are you sure he's not dead, and just acting animated to mess with you? Its like a guy I knew who had lymphoma, and then it went into remission for about 15 years, but he still had the swollen lymph glands. As far as animal cruelty, they have to show some detriment to the animal, not just that they don't agree with the way you are caring for him. You don't have to have running water at the barn, unless they can show that the animal is suffering because of the lack of it.
