If you watch it closely they do not hook the cable to the car until it is out of the water a good bit. They have the boards under the back lifting and some ropes ties to the top part of the car when they start to go.
The turnstile is doing the pulling. IF you look the cable is wrapping around the post/pivot and raising it out of the ice.
Pretty clever way of doing it. I am willing to bet that this is not the firs time they have done this.
