When you catch the pedal not returning, unbolt the master cylinder from the booster, (leave the lines connected) pull it back far enough to see the back end, see if the piston is all the way back against the snap ring.
If not, the master cylinder is not returning.
If it is returning, while the cylinder is off, check the movement of the booster, the pedal, any obstructions, etc.
