If you have to run with the choke half on it means there is not enough fuel going thru the jets in the carb.
I would also look for a vacum leak. This can cause the same problem. With the engine running spray some WD40 around the intake gaskets and see if the engine RPM's change. If so you have a vacum leak. Many people will say to use starting fluid to check for vacum leaks. But many of these intakes have the exhaust manifold built in with the intake manifold and if you use a flammable spray or liquid you can cause a fire immediately. Not a good idea.
