Looks like the "650" was several different tractors.
I was looking at some pictures on google images, and some of them definitely have 450/560 design features. One I saw had a 450 style front bolster, frame rails that looked very IH, and the 6-sided hydraulic filter cover on the side of the torque tube.
Romania was a Soviet puppet state, and the Soviets were known for openly and blatantly copying American/Western designs. A classic example being the Tu-4 bomber, a bolt-for-bolt copy of the Boeing B-29. The only recourse we had for "patent infringement" at the time was nuclear war.
