Maybe somebody who is really up on the history of IH may know something the rest of us do not. IH did a lot of manufacturing in Europe. The Romania-built 450 might have been built by IH in one of their factories for the Eastern European market or they licensed somebody to build it. Deere built its 730 tractors in Argentina for that market after that tractor had been discontinued in North America.
