Well if the tractor is running and with fair tires it could easily be in the $2500-3000 market itself. If it is not running and or has bad tires then the value can easily drop to much lower. The attachments are in demand but are not high value. Plows can be usually bought in the $200-500 range. The older drills are in about the same range. They other stuff is not high dollar either.
Without pictures it is hard to tell you much but his offer of $3000 is not an insult for sure. You maybe able to bargain it up if the condition is better than average.
Remember the auction prices you see can easily have a 10% commission out of the gross. So that $3000 tractor only nets the seller $2700.
