Even before the advent of doing it electronically, it was done by tuning the intake system and exhaust.
Back in '93, I bought the mother of my children a new Grand Prix, and the intake and exhaust systems on the little V6 were tuned to make "powerful" noise, without too many actual ponies to back it up.
Can't complain too much, though, it was a pretty good car and the wife's little bro's girlfriend is still driving it.
