The retainer ring is falling apart, as DeltaRed said. The bits plug up the return elbow, which in effect causes the governor to slow the engine until it stops. If you are well used to fixing equipment it can be repaired with an ebay kit. If you are not comfortable working on it , ask around for someone who might do it as a side job. A pump shop will want half as much as you paid for the whole machine to service the pump, though if you call around you may be able to find one that will just do a basic reseal and retainer ring for less.
