a black fungus grows in the fuel tank at the surface between the water & fuel. This black gunk clogs the shut-off valve, the line & the filter. Makes it act just as you describe. A common well-known problem in diesel equipment. The water is not supposed to be in the tank but condensation from partially filled tanks makes it there. Take the line off & blow it out; change filters, clean out the shut-off valve & drain the tank. Buy the liquid that stops the fungal growth & add it to the new fuel when you refill the tank & add it every Fall of the year.
