Snipers have rules of engagement, they dont just shoot people 500 yards away "just going about his business", unless his business is being an enemy combatant. If a sniper (or anyone else for that matter) shoots somebody that is not a combatant or even if they are a combatant but outside the rules of engagement, he can and will get charged with murder. You can do simple google searches and fine evidence of that.
Even "free-fire zones" in Vietnam had rules of engagement for snipers, Carlos Hathcock talked about it and I believe it was in his book.
