So, Did it have power before you replaced the pump? How do/did you test in reverse? It could be a sensing problem that is keeping the pump full stroked when you put it in forward. Didn't swap a hydraulic hose somewhere in the change out did you.

The engine is not starving for fuel by any chance. Don't know your lift pump but some have a pesky little filter in the pump unseen and unknown unless you destroy the pump. About the size of the end of you little finger from the last knuckle up.
