In our area it started with the local parish/state forcing dairy farmers to improve/build holding ponds for their barns. This one thing showed a recordable difference in ground water runoff in the local lakes and rivers.
A local egg farm owns hundreds of acres just so they have a easy place to dispose of manure; and yet they may have to buy more as the egg barns increase.
