Ahhh.... the old "mechanic in a can" syndrome. No magic potion will put back missing material. If the rings are worn to the point of excessive blow by, then the only fix is a ring job. If the rings are stuck, hard usage might loosen them up some. But, if the rings are both worn and have lost their tension, a ring job is the only fix. Sorry.
