Can't you use ground hog bombs?? They cure all kinds of hog problems and rats are just smaller rodents. You can buy cannon fuse and put extra long fuse on bomb and stick it up their holes and then it will go off. Nail polish or contact cement will seal it and cannon fuse is water proof.
