You are probably experiencing Racoons with distemper. This time of year is worst for the disease. And yes , they will act strange,be out in daytime, flopping around on the ground , move slowly, appear to be sleeping outside , a whole lot of strange behavious as the disease affects their central nervous system. I had one in my yard that I saw several mornings and I was going to shoot it , but it did die. Local vet said it was likely distemper. I am not ruling out the possibility of rabies but there are some differences in appearance and behavior with rabies. Once they are dead and their bodies have become air temp(frozen where I am) the risk of handling them is pretty much non exixtant.
