One of the reasons the VA health system is such a mess is that Congress took a system set up to serve wounded vets, and retired vets, and included "everyone" who served no matter where or how long. How would you like it if all the schoolteachers in the U.S. could get free lifetime unlimited medical care at taxpayer expense, after teaching two years. Yet we have "vets" who served two years in a posh base in Germany, perhaps working in the library, getting lifetime medical care from the VA.
