Most all new home codes are for 4 wire stove and dryer receptacles. I know that here in KY the codes are that way.
It is the old neutral carrying current thingy. MOst stoves and dryers have motors, etc in them that run off of 110 volts. Which means that current would be on the 3rd wire/neutral if they only have 3 wires to the appliance. In a 3 wire appliance setup, If you get a bad connection to the conductor to the ground rod then all grounds in the house becomes hot and deadly. That is the reason for a separate neutral and ground. It reduces the possibillity of the ground becoming open because no current is carried on it.
