Remove the acorn nut, loosen the lock nut and with a scredriver, turn the screw in. You should find some spring pressure. It's also possible that the spring is broken or gone. You may have to remove the governor housing from the tractor to remedy a broken or missing spring. Regardless, it's that buffer spring in the bottom of the governor housing that controls this "hunting". Curt
