Take a look at any major highway and all you will see are diesel trucks They are the major uses of diesel fuel and because they just pass the cost on to their customer they do not care about the high cost and therefore they do not complain to their govt. representative. Most of the fuel that is used for heating was purchased months ago and the price is not as elastic because it takes months before the current fuel in storage is consumed. Lowering the price of diesel will not cause much of an increase in demand and raising the price will not cause a noticeable decrease in demand. The refineries are not going to be in any hurry to lower the price.
