People where I live remove spark plugs on outboard motors and spray sea foam in the cylinders to prevent rust. Blocking tires may not hurt. I would keep the carb and tank full of sea foam or sta-bil treated fuel. Then once a year drain fuel and replace with fresh. I do the drain and fill once a year on generators and anything that I don't use a lot and has old fuel in it. Anything that sits over the winter has a full tank and in the spring I run them empty before adding new. Never had any condensation problems that way.
