It seems pretty straight forward: they could have used only road diesel in the common tank; or they could have installed two completely independent tanks, one for the truck using road diesel and one for the sweeper engine using off-road diesel.
It sounds like they had a workable system, someone just messed up or didn't think they would get caught when they filled the truck with off-road diesel.
